The pilot development phase of the ADL-R program lasted more than 18 months and ended on November 30, 2005. DoD repositories from all three services participated the development effort, submitting more than 100,000 content items to the registry.
The focus of the pilot phase was developmental and operational testing of the registry.
A number of the leading innovators in DoD participated in the pilot. Participants in the development and pilot phase included:

- Canada DND
