In January 1999, Executive Order 13111 was signed tasking the Department of Defense (DoD) in leading the development of common specifications and standards for technology-based learning across both federal and private sectors. Following the signing the initial draft version of the Sharable Content Object Reference Model, (SCORM) was developed and began to integrate and connect the work of these two sectors to support the newly formed Advanced Distributed Learning (ADL) Initiative. Through the work of ADL, SCORM incorporates many emerging standards and specifications into one common reference model.

The DoD has an extensive investment in education and training materials that have, in recent years, been captured as digital media. DoD Instruction 1322.26 "Development, Management, and Delivery of Distributed Learning" directs the Under Secretary of Defense for Personnel and Readiness (USD (P&R)) to develop and maintain the ADL-Registry (ADL-R) through the Defense Technical Information Center (DTIC), in accordance with DoD Directive 5134.3, November 3, 2003. DoDI 1322.26 requires the registration of SCORM-based content in the ADL Registry. This instruction promotes the unification of global DoD learning and performance content, thereby protecting and making maximum use of this critical investment. Importantly, it requires the registration of SCORM-based content.

3 DoD Directive 5134.3, "Director of Defense Research and Engineering (DDR&E)," 11/03/2003  Pursuant to section 137 of title 10, United States Code and the authorities vested in the Secretary of Defense by section 113 of title 10, United States Code, this Directive reissues DoD Directive 5134.3, dated August 31, 1994, to update the responsibilities, functions, relationships, and authorities of the Director of Defense Research and Engineering (DDR&E), to include the Defense Technical Information Center (DTIC). OPR: DA&M  
4 DoD Directive 8000.1, "Management of DoD Information Resources and Information Technology," 02/27/2002, with Change 1, 03/20 2002  This Directive establishes policies for DoD information resources management (IRM), including information technology (IT), and delineates authorities, duties, and responsibilities for DoD IRM activities. It provides direction on establishing Chief Information Officers (CIOs) at various levels. OPR: ASD(NII) 
5 DoD Directive 8100.1, "Global Information Grid (GIG) Overarching Policy," 09/19/2002  This Directive 1. Implements section 2223 of title 10, United States Code and section 1401 et seq. of title 40, United States Code. 2. Establishes policy and assigns responsibilities under Secretary of Defense Memorandum, "Implementation of Subdivision E of the Clinger-Cohen Act of 1996," June 2, 1997, for GIG configuration management, architecture, and the relationships with the Intelligence Community (IC) and defense intelligence components. 6 DoD Directive 8500.1, "Information Assurance (IA)," 10/24/2002  This Directive: 1. Establishes policy and assigns responsibilities under Section 2224 of title 10, United States Code to achieve Department of Defense (DoD) information assurance (IA) through a defense-in-depth approach that integrates the capabilities of personnel, operations, and technology, and supports the evolution to network centric warfare. 2. Supersedes DoD Directive 5200.28, DoD 5200.28-M, DoD 5200.28-STD, and DoD Chief Information Officer (CIO) Memorandum 6-8510. 3. Designates the Secretary of the Army as the Executive Agent for the integration of common biometric technologies throughout the Department of Defense. 4. 7 DoD Directive 8910.1, "Management and Control of Information Requirements", 06/11/1993  This Directive: 1. Establishes policy and assigns responsibilities for the management and control of information requirements and implements policies on licensing reporting requirements internal and external to the Department of Defense and the development of an information collection budget. 2. Continues to authorize publication of DoD 7750.5-M, hereby changed to DoD 8910.1-M, and DoD 7750.5-L, hereby changed to DoD 8910.1-L, in accordance with DoD 5025.1-M. OPR: ASD(NII)  
8 DoD Instruction 1322.26, "Development, Management, and Delivery of Distributed Learning," 6/11/2006   This Instruction implements Department of Defense (DoD) policies, assigns responsibilities, prescribes procedures, and establishes information requirements to develop, manage, and deliver distributed learning for DoD personnel in accordance with DoDD 1322.18. OPR: USD(P&R)  
9 DoD Instruction 1322.20, "Development and Management of Interactive Courseware (ICW) for Military Training", 03/14/1991, with Change 1, 11/16/1994   This Instruction (currently under revision) establishes DoD policy, assigns responsibilities, prescribes procedures, and establishes information requirements for the development and management of interactive courseware (ICW) for training military personnel. It establishes the DoD Advisory Group on Interactive Courseware and supplements DoD Directive 1322.18, "Military Training," January 9, 1987 to promote cost-effective military training and provide guidance for the development, management, and efficient distribution of ICW programs that are readily portable to all potential users. 10 DoD Instruction 3200.14, "Principles and Operational Parameters of the DoD Scientific and Technical Information Program", 05/13/1997, through Change 3, 06/28/2001   This Instruction: 1. Implements policy, assigns responsibilities, and prescribes procedures under DoD Directive 3200.12, February 15, 1983 to carry out the DoD Scientific and Technical Information Program (STIP). 2. Delineates the major elements of the DoD STIP including the specific implementation of policy, responsibilities, principles, and operational parameters for each segment of the program as applicable. 3. Authorizes, consistent with DoD 5025.1-M, August 1994, the issuance of the DoD Scientific and Technical Information Program Procedures Manual for the inclusion of those procedures, practices, standards, and training guides necessary to implement a comprehensive, efficient, and effective DoD STIP. 4. The implementation of policy and responsibilities for the DoD Domestic Technology Transfer Program are described in DoD 3200.12-R-4, and the implementation of policy and responsibilities for the DoD independent Research and Development Program are described in DoD Instruction 3204.1. 12 Web Site Administration Policies & Procedures November 25, 1998   This document delineates the policy and assigns responsibility related to establishing, operating and maintaining unclassified Web sites and other related services. It supersedes the "Guidelines for Establishing and Maintaining a Publicly Accessible Department of Defense Web Information Service" jointly published by the Office of the Assistant Secretary of Defense (Public Affairs) and the Office of the Assistant Secretary of Defense (Command, Control, Communications and Intelligence) on July 18, 1997 (updated January 9, 1998).  
13 DoDD 5230.24, "Distribution Statements on Technical Documents", 03/18/1987  This Directive reissues DoD Directive 5230.24, November 20, 1984 to update policies and procedures for marking technical documents, including production, engineering, and logistics information, to denote the extent to which they are available for distribution, release, and dissemination without additional approvals or authorizations. 14 DoD Instruction 1322.20, "Development and Management of Interactive Courseware (ICW) for Military Training", 03/14/1991   This Instruction - currently under revision - establishes DoD policy, assigns responsibilities, prescribes procedures, and establishes information requirements for the development and management of interactive courseware (ICW) for training military personnel.
