In January 1999, Executive Order 13111 was signed tasking the Department of Defense (DoD) in leading the development of common specifications and standards for technology-based learning across both federal and private sectors. Following the signing the initial draft version of the Sharable Content Object Reference Model, (SCORM) was developed and began to integrate and connect the work of these two sectors to support the newly formed Advanced Distributed Learning (ADL) Initiative. Through the work of ADL, SCORM incorporates many emerging standards and specifications into one common reference model.
The DoD has an extensive investment in education and training materials that have, in recent years, been captured as digital media. DoD Instruction 1322.26 "Development, Management, and Delivery of Distributed Learning" directs the Under Secretary of Defense for Personnel and Readiness (USD (P&R)) to develop and maintain the ADL-Registry (ADL-R) through the Defense Technical Information Center (DTIC), in accordance with DoD Directive 5134.3, November 3, 2003. DoDI 1322.26 requires the registration of SCORM-based content in the ADL Registry. This instruction promotes the unification of global DoD learning and performance content, thereby protecting and making maximum use of this critical investment. Importantly, it requires the registration of SCORM-based content.
